I recommend reviewing RRS 78.1 While a boat is racing, her owner and any other person in charge shall ensure that the boat is maintained to comply with her class rules and that her measurement or rating certificate, if any, remains valid. In addition, the boat shall also comply at other times specified in the class rules, the notice of race or the sailing instructions. When a rule provides that the penalty for a breach of a class rule may be less than disqualification, the same penalty will apply to a breach of this rule.

Example: If a J/30 is racing with 1401 pounds of crew, this violates the class crew weight of 1400 lbs. Alternatively, if the J/30 dropped its 163 One Design compliant sail plan to get a better EZ rating, this violates RRS 78.1.

If RRS covers crew weight, why complicate things by including in the WNR SIs? The SIs say 1. All regattas will be governed by the rules as defined in the Racing Rules of
Sailing 2025-2028.
