The Outrigger declaration only affects jib reaching. The IR# (PHRF) rating consists of abut 1/6th jib reaching in 10-12 kts TWS, so this is where the ratings are affected. Different courses are affected differently, depending on how much jib reaching there is. For example, the Outrigger does not affect W/L ratings at all.
