If feel you must lay blame then send another whiny letter to Gov Blanco who was so busy playing politics she virtually stopped all fed assistance at the beginning of the crisis. She's a politician. Not a leader. She failed us by asking for 24 hrs. to decide what to do. She was probadly asking for a poll to tell her what to do.
As another poster noted, she should be home canning figs. She'd be a lot more productive.
