Do you have any evidence or refernce for any of this, or are you just repeating some blog post? Recall that the Washington Post quoted a high ranking anonymous administration official who complained that the reason Bush couldn't do anything was because Blanco didn't declare a state of emergency until 2 days after the storm hit. Of course, this can be easily verified. And, surprise, Blanco had declared a state of emergency on Aug 26, 2 days before the storm hit (check the state of Louisiana web site). Unfortunately for us, the Washington Post reporter was too lazy to do even the minimum expected of a reporter (check the facts), and just mouthed the administration's lie. Of couse they issued a retraction hours after they went to press, but the damage was done. The impression has been made that Blanco didn't declare a state of emergency. The smear campaign coming out of the White House scored a success.
