My best guess is that it will take Two crane on spud barges with slings to get most of these boats off the piers and the possible a third barge to transport the boats with damage below the water line. And then where do the boat go that do not have insurance?

This is going to be an incredibly dangerous undertaking because when you lift the boat it is going to want to move in the sling because of the keel.
