It's a tough call. Many people did not tie their boats up properly - they didn't provide any scope and, the Saturday before the storm, I saw plenty boats tied up with old jib sheets. However, the harbor wasn't exactly in great shape either. Perhaps a polite way to say it would be that there was a little bit of "deferred maintenance." The boards by the main pier extension were lying in the open and I saw more than one dock cleat that looked like this:
