There are companies out there that would drag side-scan sonar around and locate some of that debris. It could be one of those cost items that could be shared by Yacht clubs and their people.

OR, maybe someone could talk the coast gaurd into doing it for them. They have side-scan sonar and eyeball ROV's that would work for locating this debris. The bigger problem is when you find it, what do you do with it????
