The time limt to start a race according to the NOR/SI was 1:00PM.

Canceling and postponing race #4 would have required about 20 minutes to accomplish. Thus not enough time to start another race.

Another solution would be to hail an AP honk three horns, restart race #4 and shorten the course after two legs. Then there would have been enough time for 5 races.

Damn RC, why didn't they think of that solution?
