Perhaps it is time for a dynamic calendar, instead of waiting for the Jan meeting each year. Let people schedule their events up to one year before the event. Have the info posted on the website so people can refer to it throught the year. First come first serve. This system would eliminate most of the conflicts. If it is necessary to schedule an event on the same day, the people will know way up front.
