It's classified as a stayed jib. It has a luff rope which acts as a stay, and it has a girth of less than 50% of the foot. It's similar in design to a staysail, which is legal for nonspinnaker classes, and the boat's rating accounts for it carrying it as a genoa based upon its ratio to the J dimension.
