This is a very interesting thread. Thanks FRM for digging up an actual RULE that we have been racing by. Looking at my PHRF certificates, I see that older forms show Siren's 171 rating to explicitly reflect that it is dry sailed! There is indeed a line item designation, so the rating takes that into account. So as long as we sail under PHRF ratings the traditional class breaks should probably be respected. PHRF was established to put some standard equity in national and club racing so that everyone could feel that they were participating on an even keel...
Perhaps looking at getting more boats out, working on a better way to accept when new sailors need to be spread around boats, things like that, could address managing the class breaks and awarding more classes?
