This has indeed happened. We have identified these problems and taken proactive steps to remedy them. Pretty easy fix, really.

I'm not aware of this ever happening. In fact, every RC volunteer I know is very conscientious about stuff like this. Granted, some RCs are better than others, but I've never known one to play favorites or cheat the competitors. Conspiracy theories are the last refuge of something, something.
Finally, VPP-based rating systems (like ORR & ORC) are rapidly gaining popularity all across the country, even at the club level. Heck, AnnapolisYC has an ORC class on Wed Nites! I recently heard that SOCAL PHRF (where PHRF was invented!) has been churning through rating committee volunteers because certain owners are sending lawyers to the meetings to argue for their ratings! That doesn't sound like such a cheap and simple system.
Please explain what "Custom Club PHRF" is and who will administer it?
