I'm not sure if this is the right time and place to ask this question, but I am really curious. How does a VPP get a good estimate of the speed potential of a particular boat, given the limited info available from a PHRF certificate? I'm thinking things like the waterline beam, canoe hull depth, freeboard, righting moment, and lots more are all important for a true assessment of boat speed. Looking at a local boat (BEN 323 DK) that I (BEN 375 SD) owed 39 sec/mi under PHRF now owing me 15 or 7 secs under ORA-1. Having occasionally sailed against him, this just doesn't seem realistic. Not ragging on the people trying to move us forward, but there seem to be some kinks here that may need to be addressed.
