Actually Mr. Pineapple. The State granted a lease and use of everything water bottom from the New Canal to the 17th Street Canal with the requirements the land be filled in and used as Park. The Jahncke's filled in the land and planted the Oaks and more. The Oaks mostly remain all the way to the 17th Street Canal. Until the Jefferson Parish political developers got involved the entire area to the 17 Street Seawall was even Zoned Park. Today the State Owns all the former water bottom parcels. Orleans maintains a lease on the oak lined grounds so long as the City maintains the area as Park Grounds.
