However, based on my understanding from listening to radio traffic and considering the multiple fleets sailing the laid course, it was not possible to make any changes according to RRS 33, which states that changes must apply to "all boats." In this particular situation, the Vipers had already rounded the mark, while the Wetas had not yet done so. Consequently, a course change could not be executed due to this rule.
